This still isn't completely offical but I think that's pretty much it, only minor (if any) changes will be done to these rules. Looking forward to your input and further suggestions.

All armies need to be painted in at least 3 colors. The undercoat/main army colour is a must. For instance, you can’t bring a Dark Angels Space marine with blue eyes and a red and metal bolter. The model’s green base colour should be applied.
On the other hand, proxying a chapter is fine - if you’re going to bring Ultramarines and play a White Scars army, it’s fine. Just be sure to notify your oponent you’re playing White Scars. Just in case.
All models must be WYSIWYG, there is no debating this.
The tournament army lists will be set at 1850 points.
“Each player’s list MUST contain either a combined arms detachment (CAD) or their respective army based detachment (e.g. Grey Knights Nemesis Strike Force). In addition to this they may be accompanied by, a maximum of, one additional formation (i.e. May not contain an additional detachment).
Formation based detachments (e.g. Necron Decurion, Space Marine Gladius Strike Force, etc) will not be allowed.
The allied detachment is not allowed.
All armies must be comprised from a single faction codex. The only exceptions to this rule are units from any of the following codices: Cult Mechanicus, Skitarii, Harlequins, Khorne Daemonkin, Militarum Tempestus, Legion of the Damned & Inquisition. These codices may be used in conjunction with a detachment or formation, from a faction who they are considered to be Battle Brothers with. Supplement codices are also allowed and count as using their parent codex.”
Players have a maximum of 400 points that they may spend on Lords of War.
Fortifications are not allowed”
In case of the aforementioned armies which need to use Battle Brothers allies (CM, Harlequins, Daemonkin…), those armies must be the primary detachment.
We will use the 40k rulebook flyer rules, not the Death From the Skies ones.
Gathering Storm (Fall of Cadia, Fracture of Biel Tan) supplements and rules won’t be used, Montka, Kauyon, Angels of Death and other earlier published supplements will be available.
We will also use official GW FAQs and erratas for rules clarifications.
If there are any problems with rules, players should always consult the rulebook then the FAQ. If they fail to reach an agreement, only then they should talk to the person in charge for settling those issues. If there is still no solution to the problem, the players should roll a die. We want this to be a friendly tournament and we encourage players find an agreement themselves. We would like to avoid any bigger issues with rules during the games.
GAMES AND SCORING
We will use the swiss system for pairings. Of course, the first round pairings will be random.
The tournament missions will be Maelstrom of War ones. Their order will be determined at the tournament start along with pairings. Every mission will be played only once and everyone will play the same mission in a round. To avoid unnecessary complications, all 5 games will be played with Dawn of War deployment.
Apart from primary objective (the Maelstrom of War cards), we wil use the secondary objectives, as stated in the Maelstrom of War missions rules - Slay the Warlord, Linebreaker and First Strike, each worth 1 point.
First Strike - instead of First Blood rule, the players will use First Strike. If a player who played first scores a First Blood, his opponent has a chance to score that point as well as long as he destroyes his opponent’s unit in the same turn.
The scoring will also use kill points bonus but only up to 8 points total bonus added to the primary and secondary objectives at the end of the game.
VP difference - player 1 achieved objectives - player 2 achieved objectives
0 10 10
1-2 11 9
3-4 12 8
5-6 13 7
7-8 14 6
9-10 15 5
11-12 16 4
13-14 17 3
15-16 18 2
17-18 19 1
19+ 20 0
So, for instance, if player 1 achieves 15 objectives, First Strike, Linebreaker, Slay the Warlord and kills 11 of his opponents units, he will have 28 victory points. The player 2 achieves 8 objectives, First Strike, Slay the Warlord, kills 7 of his opponents units, he will have 17 victory points. The player 1 will score 16 points and player 2 will score 4 points at the end of the game.
In case yout table (kill his entire army) your opponent, the score is an automatic 20-0.
As far as objective cards go- every player msut use the maelstrom objectives from his own codex for objectives 11-16. It doesn’t matter what kind of cards you’re using. For instance, you may use GW Tau Empire Cards for your Dark Angel army - the only thing that matters is that, when you draw objective11-16, that you refer to your codex to see what your real objective is.
All D3 and D6 objectives are rolled for, as stated on the cards themselves.
1. roll to determine the order of setting objectives (each player takes turns in setting one)
2. roll Warlord Traits
3. roll Gifts, Boons, Combat Drugs and similar things
4. roll Psychic Powers
5. Roll for Night Fight
6. roll to choose sides - the winner chooses who will deploy first. The player who deploys first also plys first (unless his opponent seizes the initiative)
7. roll for infiltrator deployment (and deploying infiltrators)
8. roll for scout moves (and making scout moves)
9. Seize the Initiative roll
10. game start
On another note - there is no “forgetting to roll for reserves”. It’s both players obligation to remind each other of their reserves roles so this won’t be abused in any way.
